So the county’s promoting tanks to recycle rainwater and someone decided to beautify their catch basin with some flora while using an abandoned water fountain but decided to “switch” to a vaporizer…? Sounds like a mellow acid trip, but made a great pic. Thanks for sharing.
If that is a switch in the middle, I would not want to be the one to turn it on. Very intriguing.

I Googled around and it is some sort of vintage hair dryer (from a salon?) that has been turned into a planter. The sticker still has me puzzled.
